OHIO — The U.S. Marshals Northern Ohio Violent Fugitive Task Force (NOVFTF) has arrested 40-year-old David Wayne Garner, who was wanted for aggravated murder in connection to a fatal shooting in East Cleveland.

Garner was sought by the East Cleveland Police Department following the January 20, 2025, killing of Rashawn Brinkley.

Authorities allege that Garner shot Brinkley twice in the head while he was sitting in a vehicle on the 1700 block of Shaw Avenue.

Garner had evaded police multiple times while on the run.

The NOVFTF took over the case on February 19, 2025, and successfully located and arrested Garner early this morning in the 2200 block of Brockway in Cleveland Heights.

“This type of violence has no place in our community, and it’s a top priority to make sure violent criminals such as this are taken off the streets as quickly as possible,” said U.S. Marshal Pete Elliott. “We are proud of the work of our team today.”

Authorities encourage anyone with information on wanted fugitives to contact the NOVFTF at 1-866-4WANTED (1-866-492-6833) or submit a web tip. Reward money is available, and tipsters can remain anonymous. Updates from the U.S. Marshals can be found on Twitter @USMSCleveland.

The NOVFTF – Cleveland Division consists of multiple federal, state, and local agencies, including the U.S. Marshals Service, Cleveland Police Department, Cuyahoga County Sheriff’s Office, and several others.
