Columbus City Council faces packed agenda with development and public safety measures

OHIO — The Columbus City Council is scheduled to meet Monday, June 22, with a wide-ranging agenda that includes economic development incentives, public safety funding, technology contracts, affordable housing measures and infrastructure projects. The meeting begins at 5 p.m. in City Council Chambers.

Among the largest items on the agenda is legislation authorizing a $215.7 million investment by Hikma Pharmaceuticals USA Inc. The proposal includes a 45% Job Creation Tax Credit in exchange for creating 50 new full-time jobs while retaining 1,224 existing positions. A separate measure would provide the company with a 75% Enterprise Zone tax abatement for a $92 million expansion project.

Council members will also consider multiple economic development agreements, including tax abatements for Dupon USA LLC, TCG Corrina Owner II LLC, TCG OCP CPOZ Owner LLC and Westbourne Flex LLC, as well as a Downtown Office Incentive Agreement for ANS Geo LLC. Other development legislation includes redevelopment plans in the Discovery District, expansion of the Grandview Crossing Community Authority district, new tax increment financing agreements and a proposal to annex approximately three acres in Norwich Township.

Technology-related legislation includes a $168,094 software maintenance contract for the City Attorney’s Office and Inspector General, along with a $300,000 agreement supporting Smart Columbus initiatives. Council will also consider funding for facility improvements, including replacement of a pool boiler at a city facility.

Public service items include funding for intersection safety engineering, traffic signal improvements, roadway right-of-way dedications and alley right-of-way releases. Neighborhood initiatives include a $100,000 contract for the Getting Grant Ready Academy and a $10,000 grant supporting the Thankful & Thriving Resource Fair.

Health and public safety legislation includes acceptance of a $7.4 million Women, Infants and Children (WIC) grant from the Ohio Department of Health, funding for trauma system coordination, contracts for police jet fuel, fire department staffing software and firefighter resuscitation training equipment.

Housing-related measures include changes to rental property fees, additional funding for home improvement programs and legislation requiring greater transparency in how the city allocates Affordable Housing Bond funding each year.

Council will also consider a resolution honoring longtime City of Columbus employee Sam Orth on his retirement and review several liquor permit transfers and new permit applications received by the City Clerk’s Office.
