Three people arrested after two children found walking alone in Kentucky

KENTUCKY — Three people were arrested after two young children were found walking alone in a Corbin neighborhood, according to the Knox County Sheriff’s Department.

Deputies responded May 13 to a complaint about unattended children on Caldwell Street in Corbin.

Authorities said deputies found a 2-year-old and a 4-year-old walking alone in the neighborhood. Investigators said the children later led deputies back to their home, where officers made contact with the adults inside.

According to the sheriff’s department, deputies found three dogs inside the residence without food or water and observed animal feces and urine throughout the home. Authorities also reported discovering a glass pipe inside the residence.

As a result of the investigation, 27-year-old Michael Flannery, 33-year-old Angellea Irvin and 42-year-old Frances Rose were arrested.

Flannery was charged with two counts of endangering the welfare of a minor, three counts of second-degree cruelty to animals, confinement and control of a female dog in heat and possession of drug paraphernalia.

Irvin was charged with two counts of endangering the welfare of a minor, three counts of second-degree cruelty to animals and confinement and control of a female dog in heat.

Rose was charged on a Lee County bench warrant for failure to appear on a first-degree possession of a controlled substance charge involving methamphetamine, along with possession of drug paraphernalia.

All three were booked into the Knox County Detention Center.

Authorities said the children were evaluated by EMS personnel and later released to a family member.
