Four people arrested for operation of unlicensed personal care home in Georgia

GEORGIA — Four people have been arrested in connection with the alleged operation of unlicensed personal care homes in Snellville, according to the Gwinnett County Police Department.

Police said Special Victims Unit detectives executed two search warrants April 30 at homes located on Pond Edge Road in Snellville. The investigation involved assistance from the department’s Behavioral Health Unit, Uniform Division, Crime Scene Unit, the Gwinnett County Fire Department, the Department of Community Health, Adult Protective Services and other state agencies.

Authorities said detectives received information that the homes were allegedly operating as unlicensed personal care facilities for elderly and disabled adults.

During the search, investigators found 14 residents living in the homes. Police said one resident suffering from dementia was transported to a hospital.

According to investigators, crime scene personnel documented the living conditions inside the homes, where detectives allegedly found expired food, drinks and medications. Fire officials and code enforcement officers also conducted inspections at the properties.

The Department of Community Health later issued cease-and-desist letters for both homes, police said.

On May 1, detectives were notified by Adult Protective Services that someone had contacted residents in an attempt to get them to return to the homes.

Police identified the suspects as Ishaq Mumin, Khadijaah Mumin, Parys Johnson and Ziare Saymone Anderson Kearney. All four were charged with two counts of operating an unlicensed personal care home.

Authorities said the suspects were arrested May 5 and booked into the Gwinnett County Jail.
