OHIO — Authorities have issued a warrant for a Warren man after two emaciated dogs were discovered on the city’s Southwest Side, according to officials.

Jason Cooke, founder of Health Hearts and Paws Animal Project, said the dogs were found Monday behind a home on the 1800 block of Victoria Avenue SW.

Both animals were severely underweight and had no access to food or water. One dog was chained and unable to reach shelter, despite freezing temperatures the night before.

Photos provided by Cooke showed one of the dogs drinking water eagerly. The dogs were taken to Newton Falls Animal Hospital, where they are recovering. Officials said both were diagnosed with heartworm, a serious and potentially fatal parasitic condition.

Authorities have charged 44-year-old Nathaniel Adams with two counts of animal cruelty. A warrant has been issued, and Adams is expected to answer the charges in court.
