
FLORIDA — Three inmates at the Flagler County jail are facing new charges following an undercover drug investigation inside the facility, according to the Flagler County Sheriff’s Office.
Authorities said the investigation led to charges against Stephen Horton of Flagler Beach, Joshua Siedel of Daytona Beach and Caleb Tucker of Bunnell, all of whom were already in custody on unrelated charges.
Investigators allege Siedel and Tucker were distributing drugs within the Sheriff Perry Hall Inmate Detention Facility, while Horton was purchasing Suboxone, a medication used to treat opioid withdrawal.
According to officials, Horton was caught using coffee packets to purchase Suboxone from Siedel during a service at the jail. Tucker is accused of helping conceal the transaction.
During the investigation, deputies conducted cell searches and reported finding Suboxone packaged for distribution in Siedel’s cell. In Tucker’s cell, authorities said they located residue that tested positive for fentanyl.
Officials said Suboxone is prescribed to inmates for treatment but is not allowed to be distributed among inmates.
Siedel, 42, faces new charges including possession of a controlled substance with intent to distribute, sale of a Schedule III controlled substance and possession of contraband by an inmate.
Tucker, 30, is charged with possession of fentanyl and sale of a Schedule III controlled substance by an inmate.
Horton, 46, faces charges including evidence tampering and possession of a controlled substance by an inmate, as well as possession without a prescription.
The investigation remains ongoing.
