Six people arrested following drug bust in Pennsylvania

PENNSYLVANIA — Six individuals have been arrested in connection with a major drug trafficking organization following an extensive undercover investigation by the Delaware County Narcotics Task Force (NTF), authorities announced.

The operation, conducted with assistance from multiple law enforcement agencies—including the Pennsylvania and Delaware State Police, the Camden County (NJ) District Attorney’s Office, the U.S. Drug Enforcement Agency (DEA), and the FBI—identified Shamar Campbell, 35, of Upland, PA, as the alleged leader of the organization.

The following individuals were arrested:

• Shawn Payne, 53 – Sicklerville, NJ
• Lydell Heyward, 49 – Philadelphia, PA
• Amir Colder, 45 – Claymont, DE
• Shamar Campbell, 35 – Upland, PA
• William Johnson, 64 – Chester, PA
• Marece Scott, 39 – Chester, PA

All defendants, except Johnson, face charges including operating a corrupt organization, possession with intent to deliver a controlled substance, conspiracy, and firearms offenses.

Johnson has been charged with possession with intent to deliver a controlled substance and motor vehicle-related offenses.

According to the Delaware County District Attorney’s Office, the investigation began in October 2024, uncovering suspected drug trafficking activities linked to Campbell and his associates.

From October 2024 to January 2025, undercover NTF officers allegedly purchased cocaine from Campbell in Chester.

Authorities also intercepted Campbell’s phone communications, which reportedly revealed more than 40 cocaine transactions.

Investigators say Campbell sourced cocaine throughout the Delaware Valley, working with Colder, who in turn obtained drugs from Heyward in Philadelphia.

On February 3, 2025, officials say Colder purchased several hundred grams of cocaine from Heyward.

When Chester City Police attempted a traffic stop, Colder allegedly threw the cocaine out of his car window before stopping in New Castle County, DE.

Authorities also intercepted phone communications between Heyward and Payne, revealing a planned drug-related meeting in Springfield Township.

Surveillance footage allegedly captured the meeting, leading to search warrants at Heyward’s properties in Philadelphia and Montgomery County, as well as Campbell’s home in Chester.

During the investigation, law enforcement seized:

• $99,425.66 in cash
• 8.469 kg of cocaine and 1.5 g of marijuana
• Six firearms, including handguns from Taurus, Smith & Wesson, Ruger, and Glock
• Six luxury vehicles, including a Tesla, BMW XM, and Mercedes-Benz Maybach

Delaware County District Attorney Jack Stollsteimer credited the coordinated law enforcement effort for dismantling what he called a “significant” drug trafficking operation. The defendants are currently facing prosecution.
