KENTUCKY — A 36-year-old Scottsville man, Phillip L. Windham, was arrested on February 16 after the Scottsville Police Department served him with three outstanding warrants.
During the investigation, officers say Windham discarded suspected narcotics and drug paraphernalia.
After taking him into custody, police searched his vehicle and reported finding 1.2 grams of suspected methamphetamine, 5.3 grams of marijuana and additional drug paraphernalia.
Windham is charged with possession of marijuana, first-degree possession of a controlled substance, tampering with physical evidence and possession of drug paraphernalia. He was lodged in the Allen County Jail.
