The lucky ticket was purchased at Avenue Beverage on Mentor Avenue, as confirmed by lottery officials.
The winner chose the cash option, receiving an upfront payment of $1 million.
After mandatory state and federal tax withholdings totaling 28%, they will take home around $720,000.
Mining for Millions, a $20 scratch-off game, features a top prize of $80,000 per year for 25 years, with one such prize still available as of November 4.
